MINUTES

Representing MAY Management Services Patti Brown, Property Manager;  Debby Powers taking minutes. 
Residents Michael O'Connor and Mr. and Mrs. Piccione were also present.

CALL TO ORDER
A quorum was established and President Angela Diaz called the meeting to order at 6:07 p.m.

APPROVAL OF MINUTES
The April 10, 2007 Board of Directors Meeting minutes were approved to by the Board via e-mail on April 22, 2007. 

FINANCIAL REPORT
Mr. Reinheimer reported that he didn't receive a copy of the financials and there were a number of questions from last month.  Mr. Reinheimer advised that irrigation repairs need to be reviewed to determine which of these expenses can be reclassified to reserves.  Mr. Reinheimer also asked about a previous variance on office supplies and Patti Brown explained that the Association paid for two mail outs in January for the 2006 annual meetings, none were paid in  December.   

The Board members reviewed the delinquency report.  The delinquencies are at $14,858.  The majority of this is from one account, which owes $8,300.  Tom Murta reviewed the steps for collection: attorney letter, lien, and then a money judgment.

The Board members agreed to drop any amount owed from accounts with an outstanding balance of $5 or less.   

Angela Diaz requested Patti Brown to e-mail the March financials and then the Board will approve the February and March financial reports by e-mail.  Patti Brown will check to see if she was alerted by the accounting office to get the financials off the H drive. 

MANAGEMENT REPORT
Directory Signs Bulletin Boards - Patti Brown stated that Russ Lehman bleached the directory signs, but they were stained so they still don't look good.  A resident called her requesting the directory sign be replaced and flowers planted.  Patti Brown explained that she can't find the exact sign with a lock.  She is checking out a custom-made sign and also a wood sign that would lock.   Angela Diaz explained the sign is needed for posting of meetings and Patti Brown explained that many other associations have a special board meeting sign that she places into the ground a couple days before the meeting.   Tom Murta asked if it is worth spending $1000 on something that most people wouldn't even care if it is missing.  Patti Brown explained that All Phase gave a bid for $1200 to refurbish the two signs.  Patti Brown explained the sign options and after the Board members discussed the options, it was decided that Patti Brown would get two quotes for a new sign.  Angela Diaz stated that the sign should be in the same style and should say, “No Soliciting” on the back and the following items should be permanently painted on the sign: Sawmill Lakes web site address, “Board Meeting:” and “ARC Meeting:”.   

Violations - Patti Brown reported that Jeff Horowitz, of the Compliance Committee, is meeting with  everyone that gets a hearing letter to try to “settle out of court”.  Patti Brown stated this seems to be working out well.  Hal Hitch felt that more members of the Committee should be involved and he will talk to Mr. Horowitz.   

Landscape Bids - Patti Brown brought the two landscape bids that she got last year from Connors Landscaping at $63,600 and R&D Landscaping at $48,960.   Angela Diaz reviewed several of the items the current landscape contract covers.  There was discussion about breaking up the landscape contract into mowing, pest control, and irrigation.  Angela Diaz explained that it wasn't done in the past like this because one vendor would point fingers at the other vendor if there was a problem.  Patti Brown explained that Miller Brothers has a separate company for mowing and irrigation and she will check with them.  Rick Cantwell will review the current landscape contract and the template that Sawgrass uses.  Angela Diaz added that the Landscape Committee could assist him.   The Board members agreed to make a decision next month and have the new landscaper in place by July 1st or July 15th. 

Fence - Patti Brown reported that the work was done.  Angela Diaz suggested that the property manager should check up on all the work that the vendors due to make sure they are doing the work.

UNFINISHED BUSINESS -
Security Cameras
- Patti Brown explained that the cameras will be installed on May 18th. Angela Diaz asked Patti Brown to show the vendor where to put them and to determine if a shelf needs to be installed for the computer.   

Signs - The Board members discussed signs about “picking up after your pet”, and after discussion, it was decided to put these signs on hold.   Angela Diaz requested that the following signs be replaced: pool usage sign and tot lot signs.

COMMITTEE REPORTS
Landscape CommitteeAngela Diaz reported that the Committee would like approval for $800 to install large pots with flowers inside of the pool area.  The Board members were in agreement with this. 

The Landscape Committee also is interested in putting more bushes and shrubs at the entrance and Patti Brown suggested asking the new landscaper for his opinion. 

Angela Diaz also asked Patti Brown to check into a quote for a freestanding canopy at the pool to be used for shade. 

There were no other committee reports.

NEW BUSINESS
Plantation Oaks - Mike Johnson, Fred Spencer and another representative from Plantation Oaks attended the meeting to address a concern of both neighborhoods.  Mr. Spencer explained that the kids have a campground in the wooded area and they are hanging out there.  He went back there to check what was going on and he found identification for a runaway teen, there was evidence that they had been burning camp fires, there was fire damage, matches and lighter fluid were found and also there was drug paraphernalia.  Mr. Spencer explained the area isn't fenced.  He discussed the issue with the police and they advised him to talk to the Sawmill Lakes Board and figure out who owns the property and what can be done.  Mr. Spencer stated they will also be addressing this with Odoms Mills.  The Board members discussed the situation and decided that they would contact the chairperson of the Safety & Security Committee to see if he could get some volunteers together to patrol the area. 

OPEN FORUM -

Mr. &  Mrs. Piccione of 257 North Mill View Way - Mrs. Piccione explained that the lake has a lot of debris along the edges and no one is trimming the edge of the lake. Mr. and Mrs. Piccione   were concerned that the debris will clog up the drainage system and there could be possibly flooding in heavy rains.  It was noted that the homeowners are supposed to trim along their shoreline and lake management is spraying for weeds monthly, but they do not take the trash and debris out of the water.  Patti Brown stated she could hire someone per hour to pick up the trash.  The Board members asked her to get a quote and they will approve this by e-mail to clean out whatever debris is visible. 

Mr. Piccione also stated that there are flags by the natural area and Patti Brown will check to see if the irrigation is being repaired. 

Mailboxes - Rick Cantwell stated that some residents have talked to him about a process for having a complete change out of mailboxes.  Tommy Reinheimer explained that the Board discussed this in the past and explained that the homeowner association doesn't own, or want to own, the mail boxes.  Mr. Cantwell suggested requiring homeowners to hire a contractor to replace the mailboxes.  He got a quote of between $200 and $300 for doing this.   There was discussion whether a change in the mailboxes would change the bylaws and that would require a vote of the community.   Mr. Cantwell stated for people who are handy they could put the mailboxes up themselves or a contractor could put them up all at once.   Tom Murta doesn't feel the Board should decide on something that would cost each home owner this amount of money.  There was discussion about getting a vote on the mailboxes. 

Decals - Mrs. Piccione suggested requiring Sawmill Lakes cars to have a decal so people who don't live in the community and are using the pool or playground can be identified.  It was noted that the Association would need someone to enforce this and hiring a security guard to check this would be cost prohibitive.  Angela Diaz stated that someone could do spot checks.  It was explained that the Board members also looked into a key card for the gate, but that was also very expensive.   

Sawmill Lakes Signs - Angela Diaz suggested to keep the same look with the signs.

Patti Brown will look at the bids that she got last year, and Angela Diaz suggested waiting until after hurricane season with the target date to have the signs up by December.  Tommy Reinheimer will e-mail the Board members with the information regarding how much money is in reserves for the signs.   

Boats - Mike O'Connor asked if it would be possible to get a boat pass for boats to be kept in the yards for a couple days.  He suggested that the boat owners go to MAY Management and pay for a pass, which would be income for the community.  Patti Brown explained that she gets many calls complaining about boats.   Angela Diaz agreed that the current regulations regarding boats should be enforced.   

Community Garage Sale  - Mrs. Piccione felt that the garage sale was not advertised sufficiently because there was a poor turnout.   The board explained that there were complaints from residents last year about the advertising, and who it attracted to the community.  The placement of the community garage sale sign was also discussed, and will be remedied at the next community garage sale.

 Next Meeting - The next meeting will be held on Tuesday June 12th at 6 p.m..  

 ADJOURNMENT - With no further business to discuss, Tom Murta moved to adjourn the meeting.  The motion was seconded and the meeting was adjourned at 7:45 p.m.
